मुंबई दि. 29- कारागृहातील शिक्षाधीन बंदी यांना केलेल्या कामाकरिता मिळणाऱ्या बंदीवेतनातून दि महाराष्ट्र स्टेट को-ऑप. बँकेमधून 50 हजार रुपयांपर्यंतचे कर्ज 7 टक्के इतक्या व्याज दराने उपलब्ध करून देण्याची योजना येरवडा मध्यवर्ती कारागृह, पुणे येथे प्रायोगिक तत्वावर राबविण्यास मंजुरी देण्यात आली आहे. सह्याद्री अतिथीगृह येथे गृहमंत्री दिलीप वळसे पाटील यांच्या अध्यक्षतेखाली झालेल्या बैठकीत हा निर्णय घेण्यात आला आहे तसेच या संदर्भातील शासननिर्णय देखील निर्गमित करण्यात आला आहे.

कारागृहातील बंद्यांच्या जीवनमानात सुधारणा व त्यांच्या पुनर्वसनाच्या दृष्टीने गरजेकरता त्यांना कुटुंबीयांसाठी कर्जरूपाने रक्कम उपलब्ध करून देण्याचा हा महत्त्वपूर्ण निर्णय राज्य शासनाने घेतला आहे.

देशामध्ये अशाप्रकारच्या खावटी कर्जाची ही नाविन्यपूर्ण योजना म्हणून पहिलीच योजना असणार आहे.

तसेच कारागृहात शिक्षा भोगत असताना तेथे काम करून मिळालेल्या उत्पन्नापोटी कर्ज मिळणारी ही देशातील पहिलीच अभिनव कर्ज योजना ठरणार आहे. याद्वारे एक कल्याणकारी योजना मूर्त स्वरूपात येऊन अंदाजे १०५५ बंद्यांना, कैद्यांना योजनेचा लाभ होऊ शकतो, असे गृहमंत्री म्हणाले.

कारागृहामध्ये अनेक बंदी दीर्घमुदतीची शिक्षा भोगत असतात. यातील बहुसंख्य बंदी हे कुटुंबातील प्रमुख व्यक्ती असल्याने अशा बंद्यांना दीर्घकाळ तुरूंगात रहावे लागल्यामुळे त्यांचे संपूर्ण कुटुंब हवालदिल होऊन कुटुंबीयांमध्ये औदासिन्य, नैराश्य, अपराधीपणाची जाणीव निर्माण होऊ शकते.

तसेच तुरूंगात गेलेल्या व्यक्तीने कौटुंबिक कर्तव्यात कसूर केल्याची भावना कुटुंबात निर्माण होते. अशा परिस्थितीत बंद्यास, कैद्यास त्याच्या कुटुंबाच्या गरजेकरिता कर्जरूपाने रक्कम उपलब्ध करून दिल्यास बंदी/कैद्याबद्दल कुटुंबीयांमध्ये सहानुभूती व प्रेम वाढून कुटुंबातील वातावरण सुदृढ राहण्यास मदत होईल, असे श्री.वळसे-पाटील यांनी सांगितले.

बंद्याची/कैद्याची कर्ज मर्यादा, शिक्षेचा कालावधी, त्यामधून त्याला मिळू शकणारी संभाव्य सूट, वय, वार्षिक कामाचे अंदाजित दिवस, प्रति दिवसाचे किमान उत्पन्न यानुसार प्रस्तुत कर्जसुविधा ठरविली जाईल. अशा प्रकारच्या कर्जाला जामीनदारांची आवश्यकता असणार नाही. हे कर्ज संबंधित बंद्याला विनातारण व केवळ व्यक्तीगत हमीवर देण्यात येईल, असे गृहमंत्र्यांनी स्पष्ट केले.

दरम्यान, या कर्जाच्या रकमेचा उपयोग संबंधित स्वतःच्या कुटुंबाच्या गरजा भागविण्यासाठी अथवा आपल्या वकीलांची फी देण्यासाठी अथवा इतर कायदेशीर बाबींसाठीच करेल याची दक्षता व जबाबदारी सर्वस्वीपणे कैद्यास कर्ज देण्याऱ्या बँकेची असेल. तसेच बँकेकडून कर्जाच्या परतफेडीमधून वसूल करण्यात येणाऱ्या रकमेच्या 1 टक्के इतका वार्षिक निधी कैद्यांच्या ‘कल्याण निधी’ला देण्यात येणार आहे. या बैठकीला अपर मुख्य सचिव गृह आनंद लिमये, अपर मुख्य सचिव अपील आणि सुरक्षा नितीन गद्रे, अपर पोलीस महासंचालक व महानिरीक्षक कारागृह व सुधारसेवा अतुलचंद्र कुलकर्णी, दि महाराष्ट्र स्टेट को-ऑप. बँकेचे विद्याधर अनास्कर यांसह गृह विभागाचे अधिकारी उपस्थित होते.
