मुंबई, दि. 10 :- जीएसटी चोरी रोखण्यासाठी बायोमेट्रीक प्रणालीचा प्रभावी वापर, व्यावसायिकांच्या पडताळणीसाठी कार्यस्थळाची प्रत्यक्ष पाहणी, यंत्रणेद्वारे उपलब्ध माहितीच्या आधारे व्यावसायिकांच्या आर्थिक व्यवहारांची प्रत्यक्ष तपासणी, बोगस व्यावसायिक नोंदणी रोखण्यासाठी प्रत्यक्ष तपासणी, जीएसटीएन नोंदणीवेळी वीजग्राहक क्रमांक अनिवार्य करणे, करदात्यांच्या बँकखात्यांचे ‘एनपीसीआय’ कडून प्रमाणिकरण, संशयित व्यावसायिकांचे गैरव्यवहार शोधण्यासाठी ‘फिडबॅक’ यंत्रणेची स्थापना, अशा सात शिफारशी जीएसटी परिषदेला करण्याचा निर्णय महाराष्ट्राचे उपमुख्यमंत्री तथा अर्थमंत्री अजित पवार यांच्या नेतृत्वाखाली स्थापन करण्यात आलेल्या विविध राज्यांच्या स्थायी मंत्रीगटाच्या आजच्या दुसऱ्या महत्वपूर्ण बैठकीत घेण्यात आला.

बैठकीत मार्गदर्शन करताना उपमुख्यमंत्री अजित पवार म्हणाले की, जीएसटी संकलन प्रक्रियेतील करगळती, करचोरी रोखण्यासाठी यंत्रणेचे संपूर्ण संगणकीकरण हा प्रभावी उपाय आहे. माहिती-तंत्रज्ञानाचा वापर करुन जीएसटी वसुलीतील गैरप्रकारांना आळा घालणे, करचोरी रोखण्यासाठी विविध उपाययोजना करण्यात येत आहेत. जीएसटी लागू झाल्यापासून या यंत्रणेत, व्यवस्थेत सातत्याने सुधारणा करण्यात येत आहेत. माहिती-तंत्रज्ञानाचा उपयोग करचोरी रोखण्यासाठी करतानांच ग्राहकांना सहज, सुरळीत सेवा देण्यासाठीही या तंत्रज्ञानाचा उपयोग झाला पाहिजे. जीएसटी नोंदणीकृत व्यावसायिकांच्या माहितीची पडताळणी, विश्लेषण करणारी यंत्रणा उपलब्ध असली पाहिजे. प्राप्तिकर प्रणालीशी जोडलेली ‘चेक्स अॅन्ड बॅलन्स’ यंत्रणा जीएसटीसाठी वापरल्यास करगळती रोखण्यास आणि महसुलवाढीस उपयोग होऊ शकतो. जीएसटी प्रणालीत सुधारणा करताना ती कर अधिकाऱ्यांप्रमाणेच करदात्यांना वापरण्यासही सहज, सुलभ, उपयुक्त असली पाहिजे. करदात्यांची गैरसोय होणार नाही, करदात्यांना त्रास होणार नाही, याची दक्षता घेण्याची सूचनाही उपमुख्यमंत्री अजित पवार यांनी बैठकीत संबंधीत अधिकाऱ्यांना केली.

व्यावसायिकांची जीएसटी नोंदणी करताना सखोल पडताळणी करावी, नियमांचे पालन न करणाऱ्या बोगस व्यावसायिकांची नोंदणी तात्काळ रद्द करण्यात यावी, रिटर्न फाईल करण्याच्या प्रक्रियेत सुधारणा करावी, आयटीसी साखळी नियमित ठेवणे तसेच खोट्या बिलांची तपासणी करण्यासारख्या उपाययोजना राबवण्यात याव्यात, करचोरी करणाऱ्या व्यावसायिकांची तसेच मोठ्या रकमेच्या आणि संशयित व्यवहारांची चौकशी करणे, जीएसटी प्रणालीतील माहितीचे अचूक विश्लेषण करणारी प्रभावी यंत्रणा विकसित करणे, आदी सूचनाही उपमुख्यमंत्र्यांनी बैठकीत केल्या.

व्यावसायिकांकडून रिटर्न फाईल करताना झालेल्या चुका सुधारण्यासाठी त्यांना ऑनलाईन प्रणाली उपलब्ध करुन द्यावी, सिक्वेन्शियल फायलिंग यंत्रणेची अंमलबजावणी, नोंदणी रद्द झालेल्या बोगस व्यावसायिकांची माहिती ठळकपणे प्रसिद्ध करणे, पीओएसद्वारे होणाऱ्या व्यवहारांची माहिती बँकांद्वारे उपलब्ध करुन घेणे आदी मुद्यांवर राज्यांकडून मतं मागवून त्यावर पुढील बैठकीत निर्णय घेण्यात येईल, असेही उपमुख्यमंत्री अजित पवार यांनी बैठकीत जाहीर केले.
